The study begins with doctrinal legal analysis to identify legal gaps, followed by stakeholder engagement to understand practical implementation challenges from policymakers, developers, and NGOs. Insights gained will guide a comparative legal analysis with Denmark’s established offshore wind regulations to identify best practices. Using sustainability transition theories, the research proposes tailored legal reforms to enhance regulatory coherence and ecological integration, supporting a just transition to renewable offshore energy within planetary boundaries.
