Enabling Sustainable Offshore Wind Growth and Ecological Protection in Finland through Legal and Regulatory Reform: Lessons from Denmark

This doctoral research examines Finland’s legal and regulatory frameworks for offshore wind energy, assessing recent reforms with relevant laws aimed at balancing sustainable energy goals with marine ecosystem protection. The study begins with doctrinal legal analysis to identify legal gaps, followed by stakeholder engagement to understand practical implementation challenges from policymakers, developers, and NGOs. Insights gained will guide a comparative legal analysis with Denmark’s established offshore wind regulations to identify best practices. Using sustainability transition theories, the research proposes tailored legal reforms to enhance regulatory coherence and ecological integration, supporting a just transition to renewable offshore energy within planetary boundaries. The project contributes to climate action, biodiversity protection, and sustainable energy governance.
